I looked into this a bit. The total for Texas is close to 24 million. That's obviously absurd for new voters, but I found information that says that, rather than tracking registration, HAVV is a service that state DMVs throw their info at to see if the SSA can verify it as a person.
That would mean the big Texas numbers simply mean that Texas is being very enthusiastic about checking its data, which makes sense. It even makes sense that swing states are more enthusiastic about doing that than states where the result is a foregone conclusion, though I wish all states would be conscientious about good voter rolls practice. It definitely is a plausible explanation as to how there are so many dead people. As for the non-people? Maybe it's a real problem, maybe it's a DMV problem. I hope it's not an SSA problem.
(Also, it's possible that some other states have found a method they figure is more efficient than "throw our entire DMV data set at them every cycle" though I certainly think we ought to know what that method is if so.)
