Lets say during the civil war a congressman puts in a rule that any one who has been in combat is allowed to grow facial hair, the us military no matter what the branch is not allowed to tell these men they can not grow mustashes or beards they fully have that right and it can only be taken away by an another act of congress thats approved by the president.

This law remains on the books into modern day how would this change US military culture?

Such a statute would not survive (heh) gas attacks in WWI by any sane measure. Facial hair greatly increases the difficulty of achieving a proper gas mask seal.

What type of combat, war, special operations, you will single out a lot of none combat personal with this.
