Not quite true. For example, the draw and the attack are a single motion in the Russian shashka, which is carried upside down in the scabbard. I can slash someone located within six feet of me in the same amount of time it takes them to draw a gun, with the shashka. I have practiced this a fair bit.
 
It would be the principle of the matter, man should always own a sword. Can own a gun too, but definitely a sword.

You actually have to exercise and have extra training to use it, especially against people with their own swords

I wonder how long till the non-middle-to-upper class Brits start getting pissed

This is just part of living in a city, also dangerous assault knives need to be confiscated and turned in at bins, also make sure everyone who fought the guy goes to mandatory re-education training. We wouldn't want them getting any bad ideas like pondering on just what might have motivated this stabbing.
