Granted, some of this is probably environmental, but the question is just how much.
 
We may not have the same level of IQ as our Chinese rivals, plus Koreans and Japanese in particular.

Public education in the Philippines was only launched in 1857, and before that, most of the educational system there was controlled by the religious orders.

British administration of the Philippines would initially be a bit more.....brutal......in a sense that this was at the period of British anti-Catholicism, and how they've governed Ireland would be used as a template for a British colonial administration in the Philippines, unless they introduce a lot of Protestant missionaries that could convert Catholics.

In addition, Spanish Philippines was dealing with two major revolts: the Diego Silang revolt in the Ilocos region, and the Dagohoy Rebellion in central Visayas. As I said in an earlier post, if the British could link up with the rebels, they might be able to put an end to Spanish colonial rule in the Philippines.

Interestingly, a British occupation of the Philippines leading to its annexation might also result in an earlier attempt at colonizing Australia and New Zealand.

Don't worry; you can still achieve Mexican-level prosperity! It might sound bad, but it's still a huge improvement over the status quo. Mexico is relatively wealthy for a low-average IQ country. Comparable to Bulgaria and Romania.

Yep, and inevitably, Filipinos would become the underclass labourers that would work in various infrastructure projects in various British colonies, thereby becoming a unique ethnic minority in some of those nations.

That being said, if we're going back to the topic at hand, how long exactly would Tsarina Elizabeth have to live, assuming she lives a bit longer?
 
In that case, if Prussia was knocked out of the war, then that would only leave Britain. How will Austria and Russia be able to actually engage the British Army in a land battle?
