Fallout The Institute took over the Commonwealth Provisional Government?

Presume instead of becoming a disaster, the Institute decides to have influence over it

Presumably secretly funding leaders with bottle caps and weaponry

As well as occasionally blackmailing and/or replacing people instead

How would the Commonwealth be like?

they'd lose interest fast and leave it to rot. Despite supposedly being the big bad of the commonwealth the total lack of care they had towards the surface was remarkable. You'd have to flat out change the motivations of the institute (or actually give them motivations) and at that point they might as well be a different faction. Might as well be asking what if they actually cared about and paid attention to the gen 3 synths.
