The immigration policy of a surviving Ottoman Empire?

What would the immigration policy of a surviving Ottoman Empire have been? For instance, if there was no WWI at all or at least a neutral Ottoman Empire in WWI?

The Ottoman Empire was already very diverse as it was, and would have been even more so without the Armenian Genocide. It contained Turks, Kurds, Armenians, Sunni Arabs, Shi'a Arabs, Greeks, Assyrians, Georgians, Maronite Christians, and of course Muslim refugees from the Caucasus and the Balkans, such as the Circassians and Muhacirs. It's also worth noting that a surviving Ottoman Empire, if it could actually maintain its territorial integrity and especially recapture oil-rich northeastern Saudi Arabia--and of course if it ever manages to get Kuwait back from Britain, that would also be a huge bonus--would have an extremely massive amount of oil at its disposal, which in turn would likely spur a giant construction boom in the Ottoman Empire, thus possibly creating a need for (much?) more workers from abroad. The Gulf states in real life have a lot of guest workers from abroad but treat them very poorly, denying them citizenship, social services, access to the social safety net, and the like. Could the Ottoman Empire actually treat its own guest workers much better in this scenario and provide them, or at least some of them, some kind of pathway to citizenship so long as they could actually successfully integrate and assimilate? South Asia (the Indian subcontinent) could presumably provide a huge reservoir of guest workers/immigrants for the Ottoman Empire in this scenario if it will so desire it. It could even ensure that they will be Muslim if it will want to considering that South Asia has a lot of Muslims. And of course there could be some religious Muslims who might have a religious attraction to immigrating to the Caliphate, which the Ottoman Empire was until its dissolution. Heck, even the extremely brutal and monstrous ISIS Caliphate, a completely illegitimate and unrecognized state, managed to get some foolish Muslims to move over there because they wanted to live in a "real" Islamic state! Except the Ottoman Empire here will be much wealthier, much less brutal, and also have much more legitimacy.
