Yet everyone complains when they are used to police thier cities.

I'm going to disagree with you on this one.
The soldiery is NOT for policing.

NY needs to take the Guliani route again and actually hire good cops to enforce their laws.

While yes, the National Guard cam be used as such unlike nirmal federal troops.
Just like they can be used for Natural disaster relief more easily then federal troops.

Guard units also have MPs and Infantry which can act as Policing forces if necessary.

Do I agree with thier use here? No

Stop and frisk is inherently unConstitutional anyway. All this is going to do is to discourage non-criminals from carrying weapons they can use to defend themselves with, and leave them at the mercy of said criminals.
