The Controversial Nature of Millennium Challenge 2002

One CIWS gun magazine holds 1550 rounds and is good for about 20.6 seconds of sustained fire at 4500 RPM. With manual aim, it takes a good 3 to 5 second burst to engage and destroy a speedboat in relatively calm seas.

Where did you come up with the 3-5 second number?

Also, why would they need to be manually aimed?

The real problem here, is that you think you're more clever than the entire defense establishment, that you can just come up with ingenious little ideas that nobody else has. There are literally people whose entire job is to work out potential threats based on currently available technology, and come up with counters.

If you can think up these kinds of swarm tactics, so can defense contractors, and given that nations like Iran actually deploy speedboats as military tools, counter-tactics have been in the works since the 70's.
I have the theory that he's basing his ideas on some RTS game he's played and mistaken for real life. The Carrier group will sit there, unmoving and not detecting anything, while you slowly maneuver your fishing boats around them and they won't react until you're close enough to draw aggro. They won't move away like any sensible carrier would if it saw 10,000 drones moving at the speed of a geriatric old man with a cane at the edge of sonar range. What are logistics? As long as he has enough supply depots there surely won't be any problems finding and transporting five million gallons of fuel to his 10,000 drones each with a 500 gallon tank. Submarines are completely invisible unless you have a spotter unit right next to them. As long as you have "Engine," "5x Scrap Metal," and "10x Explosives" in your inventory you can click build and your workers will instantly start turning out the drones without incessant failures, having to figure out how the heck to make this slab of rust somebody in a junkyard called an engine work, and supply and worker snafus.

Yeah, it honestly looks to me like he's trying to extrapolate game mechanics into real life.
