The Empire's the only possible way to stop the Aldmeri Dominion, even they are worried with years that are long by human standards, I mean I think the Altmer lost too much of their population and it takes like two to three decades to mature into an adult for the Altmer, not helped by low Mer fertility rates

If you pay attention to the game, you'll see the Empire is winning despite Tullius not even having a fully mobilized Legion. He's been using local conscripts and he almost won the Civil War at the very start of the game.

Stormcloaks don't stand a chance without a literal demigod like the LDB helping them.
