Versus Match Snake Eyes vs Batman

The ROB has told Snake Eyes that Batman is a Cobra operative that is planning something to take out the Joes. He has placeed throughout Gotham several GIJOE weapons and Vehicles only he can access. The ROB indirectly tells Batman that there is a new villain in town gunning for him. Both combatants start out 3 miles apart. Which one wins and what tactics are used?

Snake Eyes' closest matchups might be Deathstroke or David Cain or folks who suffered from extreme villain decay like Bane or KGBeast.

As is, Snake Eyes I feel is better then the latter two, even at their comic peak. Snake Eyes isn't as physically strong, but he's just as skilled martially, more stealthy and uses lots and lots of guns and explosives and other glorious military stuff. Deathstroke has an advantage over Snake Eyes in having a low grade healing factor and being just as martially capable, loving guns just as much and probably overall a greater 'intelligence.' But Deathstroke (at least from when I last read comics many, many years ago) was almost Batmans equal when they fought each other.

Snake Eyes normal equipment is his armored NINJA COMMANDO suit which sometimes includes a glide suit and optics in his visor. Plus he normally carries a rifle or carbine, some sort of Uzi or SMG he can use one handed, and a sidearm, plus grenades and his trademark katana. The Batsuit is typically proof against most low caliber weapons, but getting shot would put a hamper on his day. Snake Eyes own suit would mitigate a lot of the gas, concussion, flashbang type of stuff that Batman would chuck at adversaries plus Snake Eyes is mobile enough to evade most of it anyhow.

The batarangs might put a hamper on Snake Eyes since Batman is so good with them but in close quarters, katana would be a pretty good weapon to use in close if it does get to it. And Batman and Snake Eyes are both very good at hand to hand combat. The main problem I think would be Batman actually being found by Snake Eyes. I doubt Batman could sneak up on Snake Eyes decisively but the best way either of them could pull out the victory is by setting up an ambush of the other. If the fight approach something close to equal footing, I'd slightly give the nod to Snake Eyes though.
