This includes the technology to build machinery that can withstand being even on the sun, being on an ice planet, being underneath the crushing ocean depths and other deadly areas

As well as the tech to make use of whatever resources can be found, including solar energy and whatever minerals are around

Even be able to do arcologies so as to make your own food & oxygen

What do world governments do when presumably most people choose to stay on earth but others don't? The tech is understandable enough that you can build it out of scrap

Can you tax former citizens when they go live on Mars?

The UN is upset that people are refusing to join/start the United Federation of Planets, they then proceed to do whatever they can to take over all those "colonies" either through threats, bribes or coercion

Odds are they'll get a foothold with certain businessmen and politicians on said "colonies" but a good portion who remember Earth may dislike extended association

That cannot stand, they will learn the Federation's peaceful ways with force

Begin the INVASIO-I MEANT THE LIBERATION!!! WE WILL LIBERATE ALL THOSE COLONIES FROM THE HORRIBLE FASCISTS THAT OWN THEM! ALL HAIL MOTHER GAIA!!!

Speaking of which, they'll probably also add extra taxes and regulations to prevent "global warming" even on Mars
 
I think fundamentally the problem with our world is that it is too small.

Humanity at some level needs a frontier, new horizons to settle and create new places to live, and that If we don't have them the manic souls in humanity start eating and devouring every one else. We need to leave this rock and start setting up oniel cylidners start creating new communities new societies new countries in mass.

At least that's the long term solution.

Balkanization in space will be envitable based on the environment of what's settled. Astroid belt for example? That's a natural environment for city states because you can move your asteroid further away and in many cases their already further away from each other then countries on earth.

Mars, the moons of jupiters things like that might be different. Some of the new territories would be dominated by rich mega coperations but space is so freaking big that once you get the infostructor and technology in place its pretty easy to move elsewhere.

Actually, would they even have legal power over said "colonies" if some were made by people on their own and just wanting to get away from the rest of Earth?

Why not the nation be in Ceres itself? Or you mean its capital city is in its Asteroid Belt?
A brainfart i had there. i remembered that ceres is large enough to be it's own nation
