Q: name of an 80/90s tabletop wargame system?

I remember reading, in the '90s, about a tabletop gaming system (probably of the skirmish variety) set in the French Revolutionary&Napoleonic Wars era. It came with a fantasy twist, i.e. the French were elves and the British were orcs.
Then my memory gets hazy - Russians ... undead?, Prussians ... ratmen?
Ring a bell among my fellow Senior Citizens? Anybody remember the name of this game?
I cannot rule out it being some sort of weird RPG.
