Fallout President Eden did not have the wastelander-genocide plan?

Basically, what if, President Eden didn’t have plans on using the Purifier and GECK to commit mass murder but maybe still planned on taking it anyway

How would he do things without the crazy xenophobic genocide plan?
 
Pretty much the same because Fallout 3 only has brotherhood ending's which is a shame.

I have never understood why their wasn't a Enclave ending in Fallout 3, after all they seem pretty reasonable minus EDEN's plan their goal is simple restore order to the capital wasteland over the Brotherhood which as shown in Fallout 4 doesn't have anything but hoarding tech in mind

Sure the Wanderers father died but that was due to his own stupidity as what's the difference in who distributes the water? and then their is the fact that he abandoned you to face the ramifications of him bailing the vault which almost resulted in your death and I could personally see the Wanderer of having a 'He got himself killed' attitude as a result and not holding it to the enclave or better yet coming to Autumn's side through dialogue options after your capture to locate the GECK.

As for how he would do things? continue his propaganda campaign and attempt a more heavy recruitment policy as well as focusing on drawing up plans for rebuilding the city once purity is seized as well as collecting info on every location of FEV in the country to cut off the super mutant's at the source all the while trying to find other facilities in nearby regions like say Appalachia to help build the Enclaves Resources for the coming retaking of the country.

It will look like a massive dirty slum even with Enclave/Vault Tech and require lots of manpower and well, the Capital Wasteland barely has any agriculture
I am not strickly referring to the rebuild it as in the astetic sense that's still a long way off I am talking about more or less constructing safe zones at strategic places of industry around DC that can be used to house refugees to be used and trained as a workforce for war materiel and form the building blocks that will make pulling the country back to it's feet possible.

Okay....what about the wasteland economy? It's mostly bottlecaps or trade & barter as a medium of exchange

And things like probably highly illegal drugs even Pre-War are in circulation alongside weaponry

Money will be hard at first their is no way that the government will use old U.S. greenbacks or accept them as a legitimate tender as they are lying around everywhere that make controlling inflation impossible so a new currency will have to be made in it's place.

A good way to get it into circulation would be make a market of sorts around project purity and demand that any transaction made in the market by visitors on their way to get fresh water must be paid for using this new currency which can be exchanged for caps and also pay the new government employees in this currency as well further spreading.

As for drugs and guns I don't see them being as much of a problem as the Enclave technically have the second amendment and beyond fat-mans I don't see them rigorously trying to promote weapons confiscation in a society that has depended upon them for over two-hundred years

For a second, I was thinking they'd be wanting some overly regulated market and idealized planned economy+welfare state

Though, for an authoritarian regime, they can choose to have little interference in said markets

I'd imagine the Lone Wanderer would still tip the balance towards the Brotherhood of Steel. The Enclave after all still did basically kill all but one of the Project Purifier scientists to further enact their authority in crushing any and all resistance to them in the Capital Wasteland. The Brotherhood of Steel, at least within Fallout 3 was actively helping people and trying to assist them in bettering their lives.

Even minus the genocide, the Enclave were apparently still murderous authoritarian assholes. Like they were burning Wastelanders in shipping containers in a random encounter? What's up with that? If this was the asshole Brotherhood of Steel of other games, it might be different but I can't see the Lone Wanderer hooking up with the Enclave even if they elect to pursue a diet Genocide plan instead of their traditional all genocide one.
