I think it's funnier to take OP very literally, so both sides have rifles, but no magazines.
At least they can single-load the rifles off of stripper clips.

I'll give it to the Swiss Guard. I'm assuming the Swiss Army training instills basic competency and the Papal Guard have been doing their job for years as close protection bodyguards. So while they lack in combat experience, they're still very well trained and more uniform in their level of experience. Plus they should be more familiar with the local terrain.

Plus they seem more devoted. The Criminals may fall on their knees and beg for forgiveness then throw away their lives in needless Battle on behalf of a false KGB Patriarch.
