Finding the whole Aryan superman nonsense silly, and their claim that Slavs are subhuman stupid and pathetic, ASB decides to troll a certain failed Austrian humanities student and his proto-hypster buddies by turning all Slavs into Slans

Slans are evolved humans, named after their alleged creator, Samuel Lann. They have the psychic abilities to read minds and are super-intelligent. They possess near limitless stamina, "nerves of steel," and superior strength and speed. When Slans are ill or seriously injured, they retreat into a healing trance.

How much stronger - well a pre-teen kid could easily cling to the back of a speeding car/train.
How much smarter - they could McGuiver disintegration beams, advanced matter conversion reactors and space ships out of tech that was no more advanced than the 1950s IIRC.(It has been a decade since I read the book.)

Scenario 1) Only Cyrillic using and/or Orthodox Slavic countries are affected by the change.
Scenario 2) All Slavic countries are slan-ified.
Scenario 3) All people with a Slavic genetic or cultural heritage everywhere on the planet are slanified.

In all scenarios, active members of communist or German-style national-socialist parties or organizations working for said parties are excluded.
Renouncing communism/national socialism slanifies the person.

Which kinda happened in the book since Kier Gray was secretly a Slan and there are lots of "antenna-free" slans hidden all over the human world, and also building a huge space fleet on Mars.

Not really, Slans were very strong and considered supermen, but nowhere near the DC comics Superman.
They could probably take out a few dozen people in hand to hand and take a lot more damage and recover faster, but still they are far squishier than the normal Superman.
