So that tells me that we need to break out the Tsar Bombas? Or would salted bombs be better? I don't want to jump towards using overwhelming violence right away, I'd rather use what is proportionate to the threat and examples like that increase the actual level of threat posed so thus a rational response would have an increased amount of force. Ideally, we should be treating this purely in terms of epidemiology and not in martial terms.

I think we should start personal arms then escalate to HMGs/anti-material rifles> Shmels> autocanons> ATGMs> tank fire> tactical air strikes> TOS-1 salvo> MOAB/FOAB> nukes. Given the threat level estimates, some steps can be skipped. I wonder if nerve gas would be efficient.
