I knew about it being an inversion of Sergeant Johnson dialogue but not following Halo lore that much I'm surprised the phrase has never been explained in game.

Gotta admit I always found Arbiter a more compelling character than most in Halo.

He represents the epitome of a positive masculine role model, akin to Sgt. Johnson but on steroids. The Arbiter is a noble warrior who acts with honor and cares for his people. Not that Master Chief doesn't, but Arbiter shows it on an entirely different level. Not to mention 123 confirmed naval kills? Like what!
