The Wastelands trembled as the Eagle and the Bull marched across the width and breadth, the songs of tyranny echoing across the ghost lands. For better or worse, change - at long last - was coming.


In the East, the Eagle of the Enclave reigns, proclaiming the rebirth of the Old Order of what had once been the United States of America. And to many, that vision is coming true. The roads and buildings, long left in disrepair are are being rebuilt, to if not matching the pristine glory of the Pre-War Era, still shinier, cleaner and better to those which have gone before in the Wastes. Essential utilities are being brought, clean and purified water, providing a safe flow for those desperately in need. Food is being produced in greater numbers and education, that most essential service of all, is mandated and being expanded. Raiders have been almost completely eliminated, these warbands either being arrested en masse by Enclave forces, or... eliminated wholesale. Christian churches, which had long kept in devotion by the wastelanders, are now given a much greater platform and Goverment Endorsement. Once Again God, Order and Liberty Rule in America!


Of course, all the noise from the Propaganda cover up the horrid truth. For the benevolent velvet glove hides a hard fist of iron. In Missouri, scientists pick over the remains of Brotherhood bunkers, dragging out the dead. These bodies of the Brotherhood are pocked with the scars and dots from yet to be determined chemical weapons, are unceremoniously stripped of their armor, and burned in mass graves as scientists pick over the remains of the vanished knightly order. In the South, a vibrant tribal society is dismantled wholesale, children ripped from their parents' bosom to have their old identities wiped away and replaced. The adults, however, are forced to live out the rest of their days in prison camps in all but name. Never to see their children again. Their culture to die an ignoble death, forgotten without the chance to continue on. In New York, ghouls do not get to participate in the bounty of this newly rebuilt world, remaining instead confined and shunned as lepers in ghettos. Every so often one disappears never to be heard from again. In New England, communities where people have lived for centuries are being thrown out for the beneficiaries of "owners" absent for 300 years. And those who Object... one only needs to look to Chicago, where dissidents of all sorts work in high radiation environments to clear centuries old rubble under auspicious of cruel, malevolent guards and officials who care not for their death rate.


The triumph of The Enclave represents a triumph of Fascism, and a new aristocracy to rule the land. To many, the Enclave is a cruel perversion of the old world... and yet it is so much better than the alternative which marches from the West…



In the east is the Enclave. Military might made terrifying. But in the West, all the way to the city of Vegas, one might be excused for believing they had traveled back in time two thousand years. At least... until they rubbed their eyes again. From the Imperial Temples out of former casinos, to the mix of Roman-influenced dress and style, along with wasteland tribal attire, to the Roman Layout containing the works of great Industry, it is truly the mark of a new civilization. And this new civilization is the result of one man, of one dream, that appeals to the glories of the ancient world and this new world many find themselves in. The Imperium began as result of one missionary, Edward Sallow, and his ruminations on the glories and glittering promise that was Rome. A Member of Followers of the Apocalypse, an order dedicated to preserving Old World knowledge and providing aid to those in need, Sallow did not follow their pacifist teachings. He was drawn to history books, tales of a great ancient empire, of a great man who crossed the great rivers to build his empire. He dreamed to construct such a Empire and he got his chance in Arizona, when captured by Tribals in War. Sallow used his charisma and knowledge to gain control of the tribe, forged them into his own cult, and then conquer the enemy tribe. Absorbing their remnants, he forged a new army with him as a cult leader... as their new Caesar.


Caesar's ways of building an army and an empire were cruel, extreme, and brutal. Those who refused to bend the knee and resisted faced enslavement, slaughter, or even crucifixion. Each tribe that was conquered was required by Imperial edict to give a number of boys to be brought up as soldiers who were completely dedicated to Caesar, where the punishments for small offenses were whipping and other punishments only went up from there. Women were forced en masse into servitude, reduced to a status similar to what they had 2000 years ago instead of anything resembling the modern era, except for the Priestesses. These Shamans held great authority among their tribes, and Caeser cleverly incorporated into his organization, remaining.Thus the Old gods and Spirits remained, with a new trinity to rule them Hestia, the Goddess Of Motherhood, Mars The Father of War, and Atoma, Goddess of Nature and Wrath. The words that Caesar preached was a indictment from these Gods, for the Old Worlds profligacy, Weakness, and worship of a false and weak God. Now the World had forged a strong new People in the Tribals, he had been granted - by the Gods themselves - all he surveyed into a single, mighty empire under his rule.


Vegas, what had once been a glorious city of the Old World, was conquered by his Legions. After the massacres and enslavement of the gangsters, tribals, and whomever else stood in his path, Caesar built Vegas as his Roma Nova - his New Rome. From there, from the Colorado River, Caesar advanced into California itself. The divided tribes of California were a far cry from the time of unification to defeat the Enclave. Divided and fighting among themselves, They were no match for the disciplined Legionaries. It was only a matter of time until one by one, they bowed to the might of Caesar and his Legion. Ever since, the Empire has continued to develop as a civilization with Caesar ruling from Vegas. It is a interesting society: at the center is the Imperial Core (what would have been the old Four Corner States, plus Nevada and California) Casesers dream state , with neo-Roman architecture and society totally submits to Imperial law. At the heart of the core, the center, is Vegas, the Imperial City where all laws are made, from the Imperial Court of Divine Caeser and worship administered by the Priestesses. Outside the Imperial Core, all those societies who had submitted to Caesar's rule gain autonomy... so long as they pay tribute and homage to Caesar and the Imperial Court, accept the Pantheon as administered from the Temple of the Most Sacred in Vegas, and provide troops to legions who march eastward. Roads are built and made safe, and society is preserved... for the worthy who submit. Those who resist, or follow the "Profligacy or False Religion"... perhaps it would be kinder to die, as their fate is to be crucified in true Roman fashion or to be enslaved like dogs in the Imperial core.


As the two sides expand as a hungry alligator, consuming all in their path, those people still free tremble as these great giants approach. They know that war is coming and that their land will be the battlefield. Many object to both of these empires as cruel, but it doesn't matter. Both sides demand the unconditional surrender of the other, of all who stand in their way, and their vision will brook no resistance. Those who live work to find a side which would find them acceptable (tribals wishing to avoid the Enclave concentration camp go with the Legion, settled people wishing to avoid the cross over to the Enclave) or try to go underground to survive as best they can. The darkness is coming for the wasteland. Unless something can change, the people of what had once been the land of freedom and liberty will be consumed by darkness, imperialism, and tyranny - either the jackboot or the toga, tyranny sings of its arrival. But there is always hope, and... just maybe, people can bring about change and restore liberty.

Hi Folks, Earl Warren with my newest Fan Project. This one has been biting me in the back of the head for a few years now, Of objectively the two most evil factions that Fallout has ever produced, the Enclave and the Legion (Okay the Master and His Group runs up there too) , toned down their evil abit and won out to make their evil win out. So Ive decided to finally put some pen to Paper and actually start building the world, in preperations for a eventual future project with theg*ddam*hoi2fan from AH.Com hopefully. Speaking of whom: Id like to thank Theg, @Joshua Ben Ari and @Historyman 14 for providing help on actually constructing this piece. Id also like to credit Fallout Autumn Morning by @Navarro here on Sietech and Fallout Orleans by College Fool on Fanfiction.Net for giving me inspiration in the first place. I hope you folks enjot and we can have a grand fun time. I will say, since this is a world building thread, all contributions are open, just make sure you check with me first.
