There is a hilarious anectode, how back in the '70s the Navy wanted to hire The Village People to perform "In the Navy" for recruitment purposes as a "theme song". What the Navy officials didn't know at the time was that TVP were icons of gay movement, which would have given... connotations to the whole thing.

I suppose we could also quote Sir Winston Churchill on the three things that made Royal Navy run, quote: "buggery, rum and the lash".

It's trying to reference what (I think) was Donkey constantly singing during Shrek 2, and Shrek getting annoyed.
It's 'funny' based on people's TDS, that's pretty much it.
