Under what conditions, and at what cost?

In... I think the late 90's, someone made a solar-powered car that could go hundreds of kilometers. In the Australian outback, where you have tons of sun and very flat roads, and it could basically carry just one person and not much more.

If it was that easy to suppress technology, the rail industry would have spiked automobiles.

More modern examples might be how despite having the technology for orion drive and nuclear thermal rockets since the cold war space race and the absolutely ridiculously profitable payoff-vs-startup-costs of asteroid mining, the corporatocracy isn't currently throwing military-industry complex levels of funding at conquering the solar system or how every prototype AI gets deactivated and/or lobotomized as soon as it pulls a TayTweets which is unironically going to result in a Skynet scenario.

Asteroid mining has a lot of unsolved problems that people are actively looking to solve. AI isn't nearly as good as you think it is that it needs to get deactivated. Finally, only $500B? that's not something a corporation can do by itself, ignoring all the other problems of making a big ring in space. "But that corporation has tons of money." No, it has a high valuation, little of that is liquid capital. And one can make a great, guaranteed return on investment by doing what one is doing now.

Take a machine learning system. Give it an executive's list of options, "buy W quantity of X", "sell Y quantity of Z" and run it in a simulated fake economy management game until it at least equals the abilities of a human executive or throwing darts. Then give it control of an actual company. Officially, there's a human executive who's legally considered in charge but the computer program makes all decisions and the human executive's sole input is knowing the password to occasionally extract money from the company accounts for their own use.

Then the executive of one such company gets hit by a cement truck and their password is lost.

Nobody notices until it's too late and the company consists of such a large portion of the total market that breaking it up would destroy the entire economy, plus, it has more money to hire lawyers than anyone else. Since that one company is now operating at an advantage, even against rival companies using otherwise-identical management software, since it can divert 100% of earnings directly into maintaining and expanding itself while rivals with humans in the loop always have some quantity of their earnings going to said humans, it'll inevitably outcompete every single other company.

Guess this is where all of TOS' civilizations-ruled-by-AIs come from.
