It may be pretty high, but it's still limited, and if it was to be spent without limit on protecting the most retarded of citizens with no consequences or restitution, a few thousands or maybe a million of fringe idiots, the whole country may come up with that number, playing martyr for stupid ideologies or personal gain, could utterly ruin US foreign policy that billions from all the other hundreds of millions of taxpayers are spent to support.
Same goes for every other country, which is why no one is doing that, and no empire in the past did that. The closest would be doing it with reservation only to actual diplomats, who still do have diplomatic immunity - and even then, the granting power can withdraw this protection if the diplomat goes rogue, its not completely blind and unconditional even for that kind of status.
In order to reserve the use of such capital for more deserving causes, not spending it on crazy whims of Joe Schmoe-Retard who wants to go make war harder for US own allies because he watched Russian propaganda and many others is in order.
