Bleeding people means people are leaving faster than they move to New York. Considering most management is based on increased budgets, this can cause major headaches as your tax base falls.

Plus the price of land in NYC is hideously expensive. If people aren't living or working there then landlords aren't making money off the property. If the rents and taxes are too high, that property is not going to be used. So what happens to NYC when 1/3 of its budget does not show up because no one is living or working there?
Remember the Virus showed the office people you can do your work from home.

The middle class and lower class get utterly crushed and are forced to sell their property for less than market value and leave.
The elites buy up all the property for cheap then sit on it till the economy improves making billions.
The city asks the Feds for a bailout and get a nice bit of cash hidden for them in the next emergency federal budget thing.
I honestly don't see that tactic working for much longer. The country is running out of room for those kinds of huge expenses, and the mainance of sky scrapers and other large buildings is really big. So that can all blow up in their faces hard.
That's why they are so determined to get all workers back on location, so these buildings have a justification for their continued existance. Also uppity manager types that feel only happy when slaving workers.
