The deal I'd make to all protectorates is that any American you allow into your nation is given limited immunity from local laws. They are still liable for murder, rape, or theft. You may also punish them for anything that is a crime in the US. However the punishment can't go beyond what the punishment in the US would be. Furthermore some crimes Americans would be granted absolute immunity too. Like for instance Lese Majeste. Basically Americans would be given absolute freedom of speech rights just like in America when they are in foreign nations that accept the protection of the U.S.

It doesn't matter what you want to be true, Russia is a country and Russians are a people who speak Russian. Calling them "soveks" because you think communism changed their culture irreparably doesn't work because cultures change all the time. The Chinese are still Chinese, and China still China, even though they've been conquered a dozen times. And modern Russia is very Russian as a reaction to that soviet period.

Musk could do it easily. EU could do it too, or at least block twitter completely. But with 99% certainty the EU would not do such a thing, and would very much prefer for Musk to do it himself, because there are very few politicians in the EU wanting to have to explain why suddenly twitter isn't working and how it was their own initiative to block it. It would certainly cause seat losses, possibly even early elections in few countries.
