Versus Match Doctor Manhattan Vs. The Watcher

As of the end of the Watchmen as in the classic Alan Moore series, Dr. Manhattan was formidable in an Earth where he was basically the only out and out metahuman with legitimate superpowers. His ability to reform himself from being disintegrated was formidable, as was the whole exploration of quantum consciousness and being aware of past, present and future with some limitations, like certain forms of radiation.
Uatu the Watcher doesn't have those limitations on his sensory abilities. He sees a lot. He's demonstrated similar abilities of teleportation both of himself and others and as a baseline is far superior to a Herald of Galactus, such as the Silver Surfer for example. His Cosmic Awareness is clearly superior to Dr. Manhattan's presience in some respects, most importantly in that it can't be countered as easily as Dr. Manhattans. Plus the telepathy, illusionism, and the fact he's functionally immortal.
Dr. Manhattan is smart... really smart, but he's still Human. Ozymandias was able to manipulate him emotionally. Uatu the Watcher has far better control and awareness of his mental state. The mental game is clearly in Uatu's favor.
Then there's raw power. Uatu is often placed in the same general league with Celestials and Galactus and other super Cosmic beings like Chaos/Order and other personifications of existence like Death and Oblivion etc etc. Random commentary states he could wipe out galaxies if he wanted to blah blah blah and other exposition. I think the comics version of Uatu is several levels above Dr. Manhattan power wise, we just don't get to see it.
I see Dr. Manhattan almost at an Elder/Herald level to be honest at the end of Watchmen with some interesting exceptional abilities. Uatu the Watcher is several levels above that IMHO.

While Dr. Manhattan is supposedly omnipotent and he had some fairly impressive feats, he is more of a "local" celebrity, and he got outsmarted and blocked by a mere human with some improved 80s tech.
The Watchers are IIRC murtiverse level powerful, have existed for eons and with their super-advanced tech are close to omnipotent.
So, yeah, I think Uatu would win this hands down.
