Let's say you recently became the Minister of Defense (both interior and exterior) for a wealthy, small nation which, due to past indiscretions of previous governments, has become a diplomatic pariah and thus alienated most foreign powers and thus a near worldwide trade embargo when it comes to military related armaments and other equipment exists with your nation and also, most curiously, a largely neutered domestic arms industry.

Despite this, your nation and its new yet relatively stable constitutional monarchy style government is rather prosperous economically due to a highly developed and largely non-corrupt (compared to other resource extracting second and third world nations) national resources and being influential as an agricultural breadbasket for the region. Your nation also has a highly literate and educated population and is become progressively more and more focused on other industries, such as financial services, consumer electronics manufacturing, light high tech manufacturing, tourism and more developed mining and agricultural technologies and businesses.

Due to the prior history of your nation, however, your country has no real military or national police force. The King whose the Head of State and a super close friend of yours, has decided to place you in charge of both domestic national security and of external defense. Due to the fact that your nation is not allowed to have its own nationalized or domestically owned arms industry, and most other arms companies are forbidden from doing business with you, that means you'll have to go to more 'questionable' sources for your military needs beyond basic things like small arms and light vehicles. (civilian vehicles and aircraft etc)

The companies below are the only companies you're allowed to do business with. The King has generously given you a lot of money to invest for military and security capital to equip approximately 200,000 active duty soldiers, sailors and air force personnel, with an additional 300,000 operating as a paramilitary police and/or military reserve. They'll need to be fairly well equipped in order to be a deterrent against external and internal threats. This is due to the fact you have lots of predatory neighboring countries who want to mess with you and may or may not be backed by various superpower types.

Since these are the only companies you can deal with, keep in mind you don't have to deal with any single company, and the more you deal with them and want access to their cool stuff, the more they'll ask for things like places on your territory to engage in research, off limits property to conduct 'testing,' the more they'll try to influence others in the government via bribery and blackmail etc, or establish monopolies at the expense of the local economy and negative PR etc etc etc.

1: Xanatos Enterprises
under: David Xanatos
Offers: > Respected and powerful corporation under the responsible and eccentric leadership of David Xanatos.
> Has highly advanced military robotics and weaponry division with particle beam technology as their latest advance.
> Is invested in other fields including genetic engineering, construction, aerospace and media enterprises.
Cons: > Depending on who you ask, David Xanatos may or may not be bent on world domination.
> CEO is a pragmatically ruthless manipulator who is "largely" indifferent to the welfare of rivals and others who get in the way of what he desires.
> Engages in unethical research and operations for personal gain and employs unethical people to carry out his goals and objectives.
> Has a habit of inviting various dangers upon himself and those associated with him.
> Can manipulate and play you and others like a piano most likely.

under: Oswell E. Spencer
Offers: > Incredibly advanced Bio-Organic Warfare technology.
> Made incredible advances in genetic engineering, biological warfare, as well as consumer applications such as cosmetics, consumer electronics and foodstuffs.
> It's own advanced military product line including custom small arms and light vehicles.
> Worldwide presence with labs and locations worldwide.
Cons: > Spencer is bent on global domination as is his rival Wesker and ushering in the next stage of evolution, regardless of cost.
> Poor habit of BOW's often being released into the population at large, resulting in high casualties and poor PR.
> Poor habit of engaging in horrible research in BOW's, genetic engineering, and biological weapons regardless of consequences which results in usually negative effects in the surrounding population.
> Employs a private army of ruthless paramilitaries who will try to contain and suppress their companies indiscretions at any cost.

3. Armachem Technology Corporation
under: Genevieve Aristide
Offers: > Advanced aerospace technology including spy satellites
> Advanced military systems including aerial drones, automated turrets, powered exoskeletons, infantry missiles and military aircraft etc. Some might be of limited availability due to secrecy etc.
> Also has highly advanced cryogencis, cloning and nuclear power technology. Some might be of limited availability due to secrecy etc.
> Worldwide presence of a global conglomerate
Cons: > Has a poor environmental record of water contamination
> May or may not unleashed nigh unstoppable psychic presence who will command a battalion of deadly, heavily equipped clone soldiers upon your populace that could likely depopulate any nearby cities.
> Ruthlessly amoral company only considered with its bottom line, engages in unethical research and will suppress their own indiscretions at any cost.

4. Military Armament Research System
under: James McCullen
Offers: > Worlds leading developer of private military technology and offers everything from small arms, to military vehicles, aircraft, heavy weapons, naval systems and much, much more.
> Another global presence with contracts to various UN and NATO members.
> Made even more advances in fields such as weather control, directed energy weapons, nano-technology and force barriers which are likely of limited availability.
Cons: > CEO is an amoral supervillain bent on global domination.
> Said supervillain is associated with a worldwide terrorist organization, COBRA, which is also bent on global domination.
> Said supervillain CEO employs a highly trained and well equipped private army.

5. Aperture Science
under: Caveman Johnson/ Caroline and others
Offers: > Made highly advanced leaps in technology relating to the use of repulsion gel as diet aids, robotics, hard light barrier technology, portal technology, tunneling and mining technology, artificial intelligence, and even biology (Mantis Men), and shower curtains and much, much, much, much more. Maybe of limited availability.
> Specific direct military technologies and applications such as sentry turrets, rocket sentries, jet engines and lasers etc.
Cons: > Limited offers in direct military applications.
> Erratic (possibly insane) corporate leadership.
> Unethical recruitment of test subjects and testing in general.
> Curiously incoherent scientific testing and research.
> Might unleash a flagrantly anti-human artificial intelligence or other horrors.
> Limited presence/influence due to erratic leadership and initiatives and thus suffers from government censure, poor PR, lack of funding and (more sane) competition from more focused and successful (though not as advanced) rivals.

6. Hammer Industries
under: Justine Hammer
Offers: > Advanced aerospace and military manufacturer with a global presence.
> Offers advanced personal weapons and equipment at reasonably negotiable prices. Hammer Industries has equipped supervillains such as Whiplash, Blizzard, Ghost, Spymaster, The Shocker, Crimson Cowl, Beetle, Leapfrod, Water Wizard, Constrictor, Melter, Blacklash and many others, showing advanced technology ranging from flying power armor, to directed energy weapons of various flavors.
> Connections to various other corporate enterprises and less then scrupulous organizations.
> Is not bent on world domination...
Cons: > Unfortunate habit of funding, supplying and sponsoring super villains around the world in exchange for a similar cut of their crimes.
> Justine Hammer, the CEO is a supervillain herself with Daddy issues and connections to unsavory organizations such as HYDRA.

7. Omni-Consumer Products
under: Old Man
Offers: > Offers an extensive array of advanced military products including heavy personel weapons, private law enforcement forces, light armored vehicles, small arms and advances in robotics and cybernetics.
> CEO is mildly corrupt but not LOL evil or bent on world domination.
> Also advanced in other consumer products including construction, housing, aerospace, and consumer products and electronics and engages in nonprofit work such as the construction of hospitals and various government subsidies.
Cons: > If the first film and TV series are any indication, most of the lesser executives are horribly corrupt and evil, thus causing much distress to the Old Man but little actual reform.
> Ties might cause an increase in crime and corruption.
> Rogue robots and cyborgs could cause localized devastation and civilian casualties.
> Overall selfish and greedy corporate types who have their own private paramilitary force.

8. Cyberdyne Systems
under: Skynet sooner or later
Offers: > Unparalled advances in artificial intelligence.
> Advanced military contractor and manufacterer having produced armed robotic drones, aerial drones, computer security systems, and other high tech equipment.
> Previous history as a high tech military manufactor.
> Extensive contracts with the US military.
> Not evil...
Cons: > Will likely be taken over by a malicious artificial intelligence and try to usher in a nuclear apocalypse of humanity.

9. The Trust
under: Ba'al
Offers: > Comprised of a committee of influential business and political leaders who control important private intelligence companies and defense contractors.
> Widespread political and business connections.
> Besides offering a wide variety of conventional military technology, may offer more advanced alien technology.
Cons: > Unfortunately at odds with a pesky secret US military command.
> Has been thoroughly infiltrated by evil Aliens bent on world domination and thus access to said cool alien technologies might result in widespread alien infiltration of your government.
> Is bent on alien domination of our world.

10. ShinRa Electric Power Company
under: President Shinra
Offers: > Advanced weapons manufacturer and has manufactured a wide variety of small arms, military vehicles, powered armor, aircraft mecha and heavy artillery.
> Also involved heavily invested in power generation, aerospace technology, genetic engineering and military/paramilitary training.
Cons: > A large amount of discord within the Company due to father-son betrayal, eccentric personalities with much of the division heads, and the head of the Science Division is an all out mad scientist.
> Engages in highly unethical scientific research. While sucking the life energy out of the Earth isn't something they can do here, it's still illustrates how selfish they are.
> Might accidentally unleash genetically engineered apocalypse.
> Has a strong desire to turn your country and the world into their own private corporate state.

Ultimately, since this thread is rather nebulous, I suppose it has a lot of thematic/RP elements to it as opposed to a strict "Build Your Armed Forces from these above contractors" that some other threads are like.
 
Clearly split the contracts up in a semi-arbitrary fashion between Armachem, Omni-Consumer and Hammer with an occasional bone (but never more) thrown to Aperture Science to keep the others honest. Work to structure the contracts so that if Hammer or Omni-Consumer cause problems you can dump them to Armachem to incentivize them bringing their people back in line. Work on a cozy relationship with Armachem and try to string Mme. Aristide along with the idea that you'd love to sole-source everything to Armachem but are getting pushback from the elected government while giving her enough so that even if nothing else materialises she's probably still happy. Make sure you have contingency plans for the clone soldiers to neutralise the cyborgs, or vice-versa...
 
Umbrella Corp all the way baby. You cant invade us if we already destroyed ourselves and you. You just kick back with the ministers in a pub, have a pint and wait for the whole end of the world thing to blow over.
 
OmniConsumer Products seems like the most sane group to deal with of the bunch. They're corrupt but standard corporate corruption. I am worried about the quality of some of their products of course, with the ED-209s and the Robocop 2 programs, but they made some good stuff back in the day. Like the Cobra Assault Cannon. And one would assume they became a highly successful corporation in the military field because they had products worth buying.

The only other ones on the list I might consider are Xanatos, ShinRa and Armachem... and maybe in that order. It's really a toss up for second place. I can imagine dealing with Xanatos wouldn't be too bad but one could get drawn into his Byzantine schemes perhaps, plus I'm not sure what cool tech he might be able to offer in general. ShinRa might have the widest assortment of goodies but their leadership committee is pretty wacked out. Still might be possible to work with some of them. Armachem... well... keep an eye on any facilities they want in country. No housing of psychic consciousnesses that can enslave cloned battalions of cannibal special forces and the like. Very much want to prevent that.

Xanatos Enterprises
If Xanatos actually wants something from our country, I mean besides money, which he can get anywhere, he's going to have a plan to get it anyway no matter what and there's precious little chance of me stopping him, so I might as well get some tech from him. We'll be going to Xanatos Enterprises for robotics, power armor, heavy beam weaponry, and magitechnology since Shinra's the only other supplier with magical connections. We'll be getting relatively small quantities of very high-quality gear for our most elite units. Additionally, Xanatos is going to be the whip we use to keep other suppliers in line, I have my doubts Destro and Cobra Commander are going to win if they start fooling around with his income stream and find out.

MARS
Our contracts with MARS are going to be basically the opposite of Xanatos, we'll be bulk-purchasing small arms, tanks, and aircraft for our standard units. Cobra has some great vehicles going on. We'll make a note to have the King rename a number of small outlying islands in our territory after various species of snake, which will lure Cobra to build secret bases on them instead of in our population centers drawing away the inevitable GI JOE counterattack.

Hammer Industries
While "We welcome supervillains" might sound like an odd policy on the face of it, it makes perfect sense for us. We'll convince the King to put up strict no-extradition laws that make it a haven for supervillains to escape to and hide out while making their next evil plan. Coupled with lax superweapon control and access to Hammer Industries, we can become a mecca for them to retreat to and lick their wounds, or to escape to with their loot which, well, they gotta spend it somewhere so it might as well stimulate our economy, right? Of course, this will be attached to a strict "thou shalt not mess up your own neighborhood" rule letting us cast out the supervillains who make trouble at home instead of exporting it to our enemy nations. To some degree, they're going to be competing with both MARS and Xanatos for contracts but also give us access to supervillains with a lot of varied powersets we can use in corner cases, and especially as "independent" contractors who were clearly rogues and had nothing to do with us, that hit on the rival nation's president who just denounced our King was totally unrelated.

Gargoyles in general is a superhero setting but without any Superman-level stuff, it's mostly in the range of Batman to Spider-Man types. Xanatos makes a lot of robots, power armor, cyborgs, and mutants. His ultimate goal is to gain immortality for himself and his family.

Yeah I don't think I've watched through the whole series, and certainly not since I was a kid for the most part, but I loved the first two seasons like any normal person. I was just wondering if they had anything "mass produced" for military purposes because I kinda remember all of the stuff he offered for 'The Pack' and Thailog and the other bioengineering stuff he did.

I know he had the Steel Clan or whatever they were called and the powersuits that he wore and another power armor he gave Dingo (which was a neat character arc he had as I liked him early on) but I was wondering if there was anything else they'd offer military wise that didn't involve such drastic transformations. I think our military policy will be more like Dingo's view on things. I don't wanna be a freak but the Armor looks nice! :p

That's the problem with some of these corporations, I can't make a proper Order of Battle out of them with full equipment and vehicle lists! Most of it is inferred, not quantified in detail! :p

Hmm, at the very least we know that Xanatos mass produces the various energy weapon small arms because Tony Dracon stole one of the shipments and selling them on the street was enough to ensure every thug in New York was carrying a particle cannon from then on.

The episode Future Tense showed Xanatos with mass produced Thailog shock troops and Mutate police forces but that was a vision of a (potential) future created by Puck so not reliable at all.

We see a Xanatos Helicopter now and again.

Sky Sleds and VTOL Hovercraft are extremely common, but I don't recall it ever being confirmed which ones are made by Xanatos, at least one is made by his competitor Cyberbiotics and it's possible all of them are. It looks like the same tech as the Xanatos Helicopter but that's likely more paint job than anything we could confirm, and this isn't helped at all by the fact that Xanatos steals Cyberbiotics data in the first couple of episodes and adds their tech base to his own from then on.

I'm not aware of any Xanatos-manufactured tanks or ground vehicles. I wouldn't be surprised if they exist but since the Gargoyles fly everywhere and a majority of scenes are in the air, the vehicles everybody uses to interact with them have to also fly.

So putting a line of battle for my own build anyway, I'd go with MARS for the ground vehicles and Xanatos for the hoverships which appear more advanced. Sky-sleds seem like they might be useful for police work but I don't think they're viable for military use.
