I think that's typically what people mean (or at least I do,) when they say it glows.

Speaking for myself, when I blame the feds, I don't mean a federal agent did this. I mean the feds are behind it. Manipulating impressionable people. Depending how far they've taken their LSD/drug experiments to make people crazy, it wouldn't surprise me if they're doping these people up and sending them off to do crazy things.

Then the feds can jump in to say, "see, this is why you need us!"
