Though it seems Max Park, the Southern California native who broke the over four year old record, might've actually accomplished the feat in under three seconds. Max Park is apparently a Speedcuber' who solved the cube with 33 rotations. The blog post below details the strategy he used.

Max Park was diagnosed with autism at the age of two and Doctors feared he might need lifelong treatment and therapy in regard to his motor skills. His Mother introduced him into solving Rubix Cubes to improve his motor skills and his participation in these competitions and events has helped improve his social development.
The previous record was held by a relatively unknown competitor from China named Yusheng Du who achieved a time of 3.47 seconds back in a 2018 event that took place in Wuhu, China.
