Perhaps there is no revolt because the Czechs transit to the Pacific Ocean is incident-free, or the Czechs are disarmed/controlled by the Bolsheviks, or perhaps, in an even earlier PoD, they are unavailable to revolt because they've been wiped out in battle or executed/imprisoned by the CPs in battle before the Brest Litovsk peace took effect, instead of winning the battle of Bakhmach and using that to escape capture/execution. And for a somewhat later PoD, what if there is no coup by Admiral Kolchak against the SR-dominated Komuch anti-Bolshevik government of Omsk on 17 Nov 1918? So the anti-Boleshevik effort in Siberia and eastern Russia remains politically subordinate to the modern socialists of the Constituent Assembly rather than reactionary militarists.
