Hard to think. Basically its a bit of everything. It's a carrier, its a command ship, its a training facility and mobile indoctrination base. The Peacekeepers don't seem to send smaller groups out from a centralised base, they seem to concentrate into, to use a Star Wars term, Sector fleets...
