I am finding that difficult to believe. Terminator scaled to 8 foot from feet to the top of his head (ignoring the part above his head) Woman scaled to 5.5 feet tall. There's no way a person is actually using that thing as intended.

The older marines tend to be a good foot taller or more than most though, even if it's merely done for stylistic effect it gives that impression.

I'm not too sure of that, Space Marines physically get bigger/stronger the older/more successful they are. I'm not sure if a bog standard marine would actually even fit in a terminator suit properly. Although it kinda depends on the depiction and what not, 40k is very inconsistent.
