Rhade failed because he couldn't see past his Neiztchean nature. Ironically he finally became capable of that but only at the end of his life. He just wasn't the man to build a new Commonwealth in his universe.

I started a story based off the Episode Unconquerable man. Where Rhade was Captain of the Andromeda. Thanks to the Tesseract device Somehow Rhade was in two places at once, on the Andromeda fighting Dylan in the past but also in the present with the crew at Sintii. Reality is crumbling around...

I'm surprised you didnt know that. It was fairly well known but the Execs didnt want to Do it so soon after TNG and DS9. The Neitzcheans would have been Khan like Augments who had found a way to live peacefully with the Federation and eventually become one of their most influential...

Wasn't he working with Majel Roddenberry to stop the Executives from changing the show? A battle they ultimately lost if I remember.

Steve Basic's Gaheris Rhade became an instant hit with the show as well. So much so they brought him back in his 'Genetic Reincarnation' of Telemachus Rhade. His rebooted character didn't quite have the same...'gravitas' Gaheris did. But Unconqurable Man remains one of Andromedas best episodes...
