Nope, toggling that feature off seems to resolve the issue

I think it wanted me to click the alert before it would remove the notification, but the alert sent from @Spartan303 was not able to be clicked, which caused it to get stuck.

Fixed it by disabling a feature:

This is from a closed out test report. Good thing I tested it, found a bug :) The alert stays here and the notification stays at the top
