IIRC it was the Van Buren version of Fallout 3, canned in 2003 that had Vaultec being the ultimate masterminds. Also, apparently the Enclave didn't think the Vaults would actually save anyone, so their own contingency plan was to take over a space centre and launch off into space? o_O

IIRC some of the canned Fallout games (the original 3?) had it revealed Vaulttech kicked off the war on purpose because they were going all Institute/Movie Umbrella.
