I think Foresight and Healer kind of make up for its lack; you don't need to be bulletproof if you can dodge the bullets and heal damage should you fail in perfectly doing so.

Anytime is acceptable, up to July 1st, 2021 of OTL or any other timeline. I'm torn between between several points myself in OTL or the Drakaverse, sometime between 1940 and 1942.
