Barely, it was far lower than the average off year for a new president. That is why they are freaking out, normally they would have gained far more in both houses. Instead they barely got a majority in the house with a lot of Republican incumbents retiring, and actually lost a seat in the senate.
I wouldn’t count them out yet. Even if reduced to a regional party, the sheer population density of those regions makes them a force to be reckoned with.
