It can't be to wank the BoS, because FO4 also has that CC quest implying the BOS rule over the CW collapsed when they left.This isn't helped by how shallow and half hearted the world building on the east coast has been. The only material development was the BoS evolving into what looks to be a functional nation state, but we don't know any details because the writers refused to elaborate on anything beyond the shallowest vibes with the BoS in Fallout 4.
My point being we haven't heard anything from the NCR since the end of NV until now. And now they're nuked, functionally insolvent, and playing hind fiddle to the product placement.

1. Shady Sands being in L.A
2. Shady Sands being nuked before the events of New Vegas
The NCR still existed, the NCR still became the strongest faction in the West at one point. The NCR still had rangers created, Stimpacks still exist laser weapons still exist, ect.

Exactly but the capital got nuked 19 years ago, not enough time to rebuild especially when in the midst of a civil war.The reasons I mentioned those places is because the NCR isn't in post-apocalypse mode. Its done with the apocalypse.

My argument is that outside the city we should be seeing towns at least on the frontier level. Not filthy shanty towns that looks like it belongs in Fallout 1. I guess that 700,000 population they had persists on scavenger culture somehow. After centuries. Don't ask how.
