From what I have heard about how they stored flammable material on that ship. It is pretty damning of the Command as a whole. The whole Wardroom needed to be brought into account. I mean none of the Officers or the Chiefs for that matter stepped up and said hey this is not in Navy Regs. They just wanted to pin the blame on that poor guy and hopefully save their own skins. I will never get use to seeing coed Boot Camp Companies. Back in my day the Men had their companies and the Women had theirs. No sharing the same Barracks space. But I guess I am too Old School for today's military.
