It also follows "legal succession" so Harold Hardyng could gain it, the moment Sweetrobyn dies before he can use The Eyrie's robot-eagles to tear Harry The Heir apart
The Lords Paramount also have to "be there" so guys like Tywin Lannister may never really bother leaving Casterly Rock and may try bringing Casterly Rock to King's Landing itself
