You are the Minister of Defense Procurement of the small Baltic Nation of Gallia and well there is a slight problem. Apparently despite being literally neutral for decades now, and despite being literally demilitarized also for decades now, your two large neighbors, the Atlantic Federation and the Eastern Imperial Alliance have decided that all of these pesky border nations aren't neutralized enough.

THANKFULLY your country is so small, neutral and demilitarized that no one is talking about neutralizing and demilitarizing your nation yet. They're going to target those bigger, thicker, and juicier countries to the South first while still treating you like pals and allies, probably in an effort to gaslit you into not being so neutral.

The current administration has decided that they don't want to be steamrolled by either faction because their ways of life are totally incompatible with the super awesome high quality idyllic quality of life they have going on right now. The good news is, money isn't a concern. The analysts have worked out due to responsible public financing they can requip their military with modern weapons in an easily afforded manner. Also good news, the Gallian military is highly trained, highly professional, and has invested extensively in next generation training systems, simulators, centers, instruction and generous benefits, pay, pensions and care for its professional all volunteer force as well as an extensive conscription/reserve system. So manpower and basic infrastructure issues aren't a concern either.

Sadly, all of the equipment is slightly outdated, which might explain the current windfall in the military budget. Gallia's main battle tank is the mighty Edelweiss, a century old dealer of death equipped with then cutting edge technology like a fully rotating turret, ANGLED steel armor and glacial plating and a powerful 88mm cannon of which the gun nor ammunition is really made anymore. The other armored vehicles are similarly outdated, though the Light Tank has a powerful low velocity 75mm short barreled cannon but even less armor. When first issued decades and decades ago, Gallian APC's were cutting edge. Hundreds of all of these vehicles remain in service, with spare parts being cannibalized from older models and munitions constantly being refurbished to keep them in use. Most of our military and heavy industry factories are already producing foreign designed heavy use civilian vehicles and ordnance for export in the wake of having little else to do in regards to supporting our own military.

Other procurement deputies are working on acquiring new logistical vehicles, artillery, drones, aircraft, watercraft, munitions and a plethora of other military equipment. It's due to your background in being the most military geekish of all of the Procurement Ministers that you've been given the fun job of choosing Gallia's Next Generation Heavy Armored Vehicles.

Gallia issued open bids for the acquisition of at least 400 Main Battle Tanks, 800 Armored Personnel Carriers or Infantry Fighting Vehicles as well as attached training, support, and service contracts and a preference for production, licensing and technology transfer within Gallia and for deliveries to be completed within four years ideally. Many offers were issued in response.

One step below America's premier Main Battle Tank, the M5A1 is like the M5A2 in every respect except that they won't offer the next generation Nano-Composite Armor plating which increases its armor by an estimated 25%. It is the same deal with the 'S' Export version of the M118 Fastback IFV. Furthermore these will be delivered to us over the next five years and will have to be sent back to the United States for depot level maintenance. They do offer replacement tanks however on a one to one basis from their massive reserve pool. US Contractors and support personnel will have to be based in Gallia. The United States is willing to license manufacture of their Abrams Tanks in Gallia however to fulfill any production shortfalls as well as allow Gallia to produce its own 120mm tank ammunition. Sadly they cannot promise the same licensing for the Strykers which alas, are largely made in Canada, which fell to Communism decades ago and the Canadians find Gallia's lack of euthanasia and pronoun policy offensive. :cry: As a consolation the United States is offering license to produce their new Humvee variants equipped with next generation TOW Missiles, including the variant that can be used in an anti-air role... somehow... Finally the United States is aligned with neither of your neighbors (albeit sympathetic to the Atlantic Federation) so neutrality maybe intact.

The honorable Middle Kingdom has offered us a generous helping of their last generation equipment to help us defend ourselves. This includes the fairly modern Battlemaster Main Battle Tank which General Ta Hun Kwai brags the only weakness of said tank is the lack of patriotic fervor of its operators. Sadly, or perhaps not, they will not offer us the nuclear power plants or uranium shells for the Battlemaster Tanks for some reason. In addition to the minimum 400 Battlemaster tanks, they are also offering us a bonus of 80 Gatling Tanks and 40 Dragon Tanks. When asked about maintenance, they said all of the vehicles come with a six month warranty but they are willing to establish a Special Economic Zone in one of our Ports if we really want discounted tech support but also said their feelings are greatly hurt that we would somehow doubt Chinese quality control. When asked about possible licensing, the Chinese Delegation Leader laughed for roughly ninety seconds, asked if we were serious, laughed for two more minutes, then shook his head and said No, before chuckling lightly throughout the rest of the meeting. The one billion bolt action rifles is apparently non-negotiable. If we accept any part of the contract, it includes us accepting one billion bolt action rifles (and preferably making TikTok videos praising Chinese generosity with them). 🤷‍♀️ Delivery of all vehicles (and bolt action rifles) can happen within one year. Delivery of the Special Economic Zone can happen even more quickly! While sympathetic to the Eastern Imperial Alliance, they are also technically unaligned.

Just because the European Union Federation and the Atlantic Federation are 95% synonymous with each other totally doesn't mean that the European Union Federation and Atlantic Federation are basically one and the same, or at least the Atlantic Federation... sorry... European Union Federation delegate assures me. They are willing to deliver 200 Leopard 2A5 Main Battle Tanks, as soon as they can find them, to our military and offering depot level maintenance in nearby Atlantic Federation European Union Federation countries. More notably, they promise over the next four years to deliver the rest of the vehicles promised, including their latest and greater APC's, Main Battle Tanks and a battalion cutting edge Goliath Infantry Fighting Vehicles. The A-3 Goliath Infantry Fighting Vehicle is known to revolutionize warfare by being equipped with active self repair technology, the delegation has bragged. Which is also why we are being offered the A-2 Goliath Infantry Fighting Vehicle which doesn't have that technology in the least! Wait... what? They are offering license to build more Leopard 2 Tanks and A-51 and MAV APC's on Gallian territory as well, but only for Gallian use or to export to the Atlantic Federation... shit... fuck... I mean the European Union Federation. They are also willing to offer us 240 more tanks over the next four years if we take in a small number of vetted economic migrants at a ratio of twenty five hundred migrants per tank.

The Russian delegation assures us that while the USSR is a member of the Eastern Imperial Alliance, that the two organizations are not one and the same. Apparently the Eastern Imperial Alliance is an Alliance of Fraternal Nations of which Russia is merely a single member amongst brother nations. So with that out of the way, the Russian delegation has stated they are more then willing to fulfill every part of our bid and do so within a year but that it is contingent upon us! They will deliver 240 of their double barreled T80U3TNK Heavy Tanks immediately and will fulfill orders of the T28 Main Battle Tanks on the condition that our highly developed electronics sector deliver them 2400 military grade sensor arrays built to their specifications for installation on... construction and engineering vehicles. They will even allow us license to build our town T28 Main Battle Tanks as well and will helpfully provide us the specifications on how to build them... including the highly advanced military grade sensor arrays that are needed to finish the vehicle. Coincidentally, it's reported that Russia is apparently 2400 tanks behind on their orders of new T28 Main Battle Tanks. 🤔

MARS has stated they can deliver their rather high quality, cutting edge vehicles as well as training and service contracts immediately and furthermore no they will not license their proprietary designs and that it is as much for OUR safety as to protect their intellectual property. They can establish depot level maintenance for your vehicles with MARS contracted mechanics and personnel on your territory however who are willing to remain to fulfill their contract even in the case of open warfare.They are also willing to DOUBLE the amount of vehicles provided to you in one years time if you will allow them an exclusive fifty year lease to a small uninhabited Snake shaped island that happens to be located off of the coast of your country. Apparently they just want to establish a highly advanced Weather Monitoring Station there. They will also take care of Gallia's hazardous waste disposal problem free of charge.

NOD is probably best choice, all they want out of us is neutrality (a good idea anyway seeing as we're a minor player and would be crushed if we started playing in the big leagues) and money and they're willing to let us copy their IP.

Yeah it’s a shame we can’t have cool cobra stuff. But the two big nos are European and Russian. Doing that would violate our neutrality and try to make us take immigration from Valkyrie Arabia. So the choices are between America, China, NOD, and Mars.

The main (implied) downside of NOD is they still have that reputation of being a global terrorist organization bent on destruction of the civilized world. Which is something some maybe fine with but it kinda might sour relations in general as opposed to specifically. Plus ya know, Brotherhood has a history on untrustworthiness.

Not reputable honest independent businessmen like those MARS fellows. ;)

What would you consider the cool COBRA stuff... at least in regards to armored vehicles? The HISS Tanks tend to be their mainstay armored fighting vehicle. But I'm open to other suggestions, though Cobra likely wouldn't share their cool stuff, even in exchange for a snake shaped island.
