The new President of the Enclave, Daniel Bird, his beautiful brain now contained inside of a brain vat, has somehow taken over Big MT and has harnessed the near limitless potential of the place to assemble the genetic material of who he feels are the greatest Patriots (arguably) of the Wasteland and through SCIENCE or something, has managed to make them period accurate to right before they died or whatever. Also through SCIENCE he has made them loyal to his Enclave.
However when he cloned Captain America and got him kitted out with his standard gear, Steve Rogers overcame his programming immediately and went Nomad. Fearful that the local Lobotomites will be braindead enough to rally to Captain America's jingoism instead of his own braindead jingoism, President Bird dispatches his Masters of Evil (Karma) to hunt down Steve Rogers with orders to KILL HIM.... TO DEATH!

1. The Masters Lieutenant - Armed with a Gatling Laser and Clad in Metal Supermutant Armor. He tried cloning the Master first but... that turned out poorly.
2.Frank Fucking Horrigan, United States Secret Service The Dragon : A bare chested Kung Fu Master from CHINA Shi Town of San Francisco. Oh you thought someone else from Fallout 2 would be here? This is President Daniel Birds Masters of Evil, not yours lol. Tard. He's armed with his bare 10 Strength Fists and 175% Unarmed Skill, which sounds pretty high.
3. Paladin Sarah Lyons: In case you forgot the original best ending of Fallout 3 she was the true hero of the game in the end and thus is the true villain from the Enclaves POV. She has her Lyons Pride Power Armor and a Laser Rifle? Really just a laser rifle? No she also has a Gatling Laser and a Ripper with which she can stab her enemies in the kidneys with.
NV: Legate Lanius: Armed with the Blade of the East and apparently a 9mm Pistol and incendiary grenades as well. Resistant to everything except 100 Speech Checks.
4: X6-88 Courser: They even got him his cool shades along with an Institute Laser Rifle (the most powerful Laser Rifle in all games) and a Stealth Boy.
76: Scorchbeast: Originally it was going to be a Scorchbeast Queen but Daniel Bird doesn't want to send Mothers into combat. He's very pro-family.
Setting:
This takes place in the Big MT crater. All of the buildings with separate interiors are inaccessible. The lobotomites are passively hostile so only attack when provoked or when you get within mating distance.
Scenario One:
The Masters of Evil are randomly sent forth from Daniel Birds Think Tank area to comb the Crater for Captain America.
Scenario Two:
Daniel Bird sends out low level regular series roboscorpions to comb the Big MT for Captain America and upon finding him, the Masters of Evil will fast travel to the location or something so they can attack as a group.
Scenario Three:
Enclave Squad Sigma is separately dispatched to aid the Masters of Evil in their quest to annihilate Captain America. They're not fans of the whole current administration and so while on the same side, they won't exactly work together. And be generous with friendly fire.
