In this scenario and extremely powerful ROB that has a Troll Boner for Legendary Godzilla. Decides to troll him to the ultimate degree. He gives every Human being on Earth that is not evil the ability to become a Titan from Attack on Titan. The new human Titan's will only attack Kaiju and not target regular sized humans. And to spice things up when they get to Titan sized. Each Human Titan gets a Giant Sword as a weapon. This change happens between Godzilla King of the Monsters and Kong vs Godzilla. How does this new normal affect the world as a whole? How does Godzilla react?

Obligatory.

Assuming that the Titans are not mindless, humanity's only chance is to somehow gouge out Godzilla's eyeballs and use that opening to carve into his skull and then destroy his brain. But Godzilla is very large and is very strong and agile so it may take thousands of casualties before a few can finally climb up him and get into position to start carving. If the Titans are mindless then there is no hope. They won't focus on the eyes, and he is too heavily armored to be hurt by them, and if he has to rest he can just nap deep underwater where the titans can't get to him.

There are several billion Titans on Earth. That will give Godzilla pause.

I'm only vaguely familiar with Attack on Titan. So my first thought is, how big are these titan shifters? Based on a cursory glance at some wikis, it looks like most of the titans are, like, under 15 meters tall.

Godzilla's over a hundred meters tall. Even shifted the titans are all going to be ankle-biters to him unless I totally misread their size.

They vary in size. But for the purposes of this what if All the Titans are 50 Meters tall.

They'd have to lure Godzilla out onto land for a prolonged period of time if they want to overwhelm him somehow. Godzilla spends most of his time in water... and I doubt the Titans will be very effective in an underwater environment while Godzilla can probably just sprint back to a large body of water if he feels he's in trouble.

How strong is legendary Godzilla? I mean there is some pretty wide gulfs of strength between the multiple iterations.

Not sure. I know he is is not the strongest Godzilla. Final Wars and Hanna Barbara both eclipse him in power. But he is pretty strong. compared to the Godzillas of the 50s and 60s.

So this is around 1-7 billion (depending on how you define 'not evil')50 meter tall titans (with swords) vs the single 120 meter tall godzilla.

Even assuming most people are 'evil', that's a LOT of titans.

What are the swords made of? I'm not 100% sure that steel would work against him very well, if the swords are made of anti-godzilla metals which most of the films depict for anti-kaiju weapons, he probably gets cut to ribbons.

They are made of the same metal MechaGodzilla was made out of.

Oh yeah Godzilla is toast then, Mecha-Anything's are made of unobtanium kaiju metals.
Imagine if you were under attack by 1 billion angry midgets with regular swords and you had a revolver.
Sure you'll take down six of them and you might even take a bunch down with melee but they're going to wear you down.

Godizilla can be perfectly safe if he does not walk around in Human lived in areas like he owns the joint. Humanity wants him to show that level of respect. This applies to the other Kaiju as well. So if he does not come stomping around he will be left alone. But if he decides to try and exert dominance............. It will turn into a wrong hood situation real quick.

If Godzilla remains in character and just kind of...Walks around aimlessly. He should be fine.
