The Dragons from HTTYD appear only at Westeros, from Beyon-The-Wall all the way to Dorne and the isles surrounding Westeros like the Iron Islands and Skagos

They have a fully functioning breeding population and mostly eat fish and come in a variety of breeds

This occurs after Robert’s Rebellion has ended

How does Westeros and later on Essos gradually deal with them?

It's portrayed to be a sign from the Gods that Robert's Rebellion was unfounded and that the Targaryen are the legitimate rulers of Westeros. Some Martells, having Targaryen blood, try to ride the dragons (thinking that's important like it would be for a native Dragon, which is what led to Quentyn Martell dying). Having them, they resume fighting and send for Viserys and Daenerys.

These dragons seem more approachable for being mounted as well... as long as the Alpha Dragon isn't exerting too much control over them. And in all honestly while they kinda seem weaker... they also seem just as intelligent and far more... easier to communicate with even if your not of Targaryen blood. But yes, the Targaryen's and Martell's might benefit from this initially just because culturally and socially they're more comfortable with the idea.

How many uses would they make of these dragons? Aside from military, transportation, scouting, delivering items

Dragon steak? Dragon Sunny Side Up, Dragon Omelette, Dragon leather?

The people who rode dragons would continue to enforce a prohibition on others doing such things. Though dragon leather would be made into high end items after dragons died deaths for other reasons, just like even the Targaryen used dragon-bone for hilts of swords and such.

@Husky_Khan yes, it's that simply, they would be confident enough to try, whereas everyone else would assume the old rules still applied, and be deterred.

Just because something is illegal, doesn’t mean people won’t do it

Though if people believe the whole only Targaryens or ancient valyrian nobility from those in Valyria, can ride them, then yeah as you said, not gonna find out unless somebody is crazy enough to try it

Course, going by the movies, they may not all be so super aggressive towards people

People will ultimately be crazy enough to try it, but they will likely be bastards who imagine themselves strongly related to the Targaryen. Like that Longwaters fellow.

I think they'd be essentially forcing themselves on the dragons

When they should be approaching as friends like Nettles
