Basically, they may acknowledge that Gods or Supernatural or Divine forces exist, but refuse to worship them and proceed to see that the world and even those beings can be explained and with time, they can ascend or become far greater
Also, there’s pretty much nothing stopping them from doing horrible things outside of practicality.
Maybe some “honor” where they only keep promises to make sure they can still be depended on or build trust with one another to prevent unnecessary backstabbing
Let’s just say the Roman Empire takes up this as(eventual)”State Religion” and they somehow manage to come up with new technologies as well as a constant effort to gain and store and spread knowledge
