The battle takes place at the Town With No Name (From the game with the same name). Opponents are 10m apart.

Victory is achieved by incapacitation or killing.

Motivated to battle.

Standard equipment.

Well rested and peak-physical condition.

No knowledge.

No prep.

Age is current (prior to incapacitation/death).

Canon material.

My money is on Bane, dude is almost good enough to handle Jedi who are an out of context threat for anybody in Fallout.
His blasters will actually incapacitate the ghoul as well, instead of just poking little holes in him.

Hmmm IDK, clairvoyant people have existed in Fallout.
Bane's never beaten a Jedi with a gun so if it gets into H2H he might win but in a gun battle I feel like the Ghoul's gun will do more damage to Bane than vice versa.

The Boba Fett show has people regular ass non jedi survive is blaster shots with medical attention.

I think The Ghoul is more formidable. A blaster shot would give The Ghoul a bad day but he was pretty solid and confident in taking on multiple Knight-Paladins and their lackies in the final episode. And he was doing a great job going VATS mode in the town.

Cad Bane meanwhile has his own QuickDraw feats and blowing away Coruscant Guards and engaging in fights as recently as the Book of Boba Fett and The Bad Batch but I'm not even sure his quick drawing is a clear win for him here. Plus The Ghoul does have two centuries plus experience, ranging way back to the Sino-American War.
