Here's the challenge:
Have an unprecedentedly severe---for modern times, and deadly pogrom, persecution and mass murder of Jews occur somewhere prior to 1930 that claims more than 100,000 victims killed but no more than 1 million, that becomes globally notorious among Jew and Gentile alike, and has the following effects:
Among western civilizations (European and American): It makes political and racial anti-semitism politically toxic and basically unthinkable, and makes anti-semitic policy and politics a disqualifier for holding office among electorates and elite political gatekeepers. [so Nazis and Iron Cross movements look beyond the Pale to German and Roman powerbrokers for example]
(personal, private, and social prejudices may remain to some extent or another)
A crime of genocide is defined, and racism and racial hierarchy taken to extremes of complete stratification, or complete expulsion of minorities, genetic/eugenic "purification", or genocides by ethnic/national/religious groups are considered anathema in western polite society
It becomes politically difficult in the Gentile and Jewish western world to oppose Zionism, although people may still raise their voices from time in favor of other communities in Palestine, above all, people in the Arab and Islamic world.
In summary, create the western world's attitudes on anti-semitism and extreme race prejudice [without having to go woke exactly, there is a distance between the commitments of the 1948 UN declaration of human rights and requirements of wokeness 70 years later], and have them full installed and socialized by 1930, due to some earlier, eliminationist anti-semitic tragedy.
Where and when might such a globally notorious tragedy happen?
I was envisioning possibly in the chaotic early years after WWI, possibly in the shaking out of national states after that war, or as a byproduct of Russian Civil War or Revolution or Counter-Revolution?
But really any plausible scenario, going back to the beginning of the 20th century would do. As long as it leaves a fresh enough memory that mass publics find antisemitic political movements repulsive, and that charges of antisemitism and racism can be wielded effectively to marginalize political groups.
Heck, really, pre-1900 scenarios and massacres could also work for this challenge, if they are sufficiently well-documented and covered by the world press in the industrial age considered "modern" with news spread through telegraph wires and packet steamers, although photography and moving film and recordings of survivors would make it more powerful/enduring.
