ISOT 28.VI.1914 FJ/WII SI question

There is something that I wonder about when it comes to SI into those two guys at that date.
Specifically, those SI's then move on to WWI as in OTL (but with war winning pistol X chambered for miraculous cartridge Y). But I wonder - what if the SI says "whoa, hold the horses! We (FJ)/the A-H (WII) are not ready. We go to war to avenge poow leedle FF and punish Evul! Serbia in May/June 1915"?
In both cases A-H needs to spend a 1 billion Kroenen ABOVE usual outlay by late spring 1915. FJ calls in favours, browbeats or bribes his political class to get emergency army funding voted, while WII tells A-H "u spend or I no come play".
A twist on the "WI WWI a year later" threads, I suppose, but with the SI showing more sense (than usual), IMO.

The combined military budgets (there were three or four) of A-H in 1913 totaled c.1,2B.
For USD - divide that by five. For GBP - by 25.

Then made them built their tank,too.Some austrian made plans for it - with turret!
 
The "some Austrian" was Leutnant Burstyn. The design was a dog, but could be improved upon (with SI suggestions this is a given).
Imported Holt tractors were in use in the Double Monarchy in mid '14. Nothing preventing a license from Holt or other tracked vehicle manufacturer by the end of the year.
My private loveboner would be starting manufacvture of the Joffrey Quad AND the FWD B (or D) 4x4 trucks. I simply do not know if anything similar was available from German or A-H producers in the summer of 1914. Then these would be ordered en masse - almost always a design already in production is better than something vaguely comparable yet whose manufacture has to be set up first. Brings forward bulk deliveries to troops by several months!
