1928 Prussia is ISOT'd back in time to 1868

What if 1928 Prussia, but not the rest of 1928 Germany, is ISOT'd back in time sixty years to 1868? What would the effects of this be? For instance, would the Franco-Prussian War still occur on schedule? Or would France panic at Prussia's newly gained power and instead aim to form an alliance with Britain, Italy, Austria, and Russia to counter Prussia? And would all of these countries actually be interested in participating in an anti-Prussian alliance?

Prussia's democracy is likely to be quite an interesting development to 1868 audiences, especially the part about women getting the right to vote. That would be truly unexpected back in 1868, I think. And would the Great Depression still occur on schedule in this TL? Vladimir Lenin isn't born or conceived yet in 1868, and neither is Trotsky or Stalin, but I would expect the Tsarist secret police to interrogate their families very closely and always keep a close eye on them. I also wonder if Tsarist Russia's secret police might become much more willing to murder troublesome exiles abroad Putin-style in this TL considering that 1928 Germans are going to tell them what exactly is going to happen to Russia in and after 1917 in their own TL. I also don't know just how many 1928 Germans would know American history, but the ones that do could tell 1868 Americans that Reconstruction is largely going to be a failure and that the 14th and 15th Amendments are, for the most part, almost going to become dead letters within several decades. That should serve as a significant morale reducer to the pro-Reconstruction forces in the US, I think.

Anyway, what do you think about all of this?
 
One thing worth noting is that 1928 Prussia is going to be extraordinarily glad to get Danzig and the Polish Corridor back in this TL, even if these territories will be back in their 1868 condition. Danzig and the Polish Corridor were the two biggest revanchist demands among Weimar-era Germans, with Weimar Germany's interwar borders in that part of Europe being perceived as intolerable as a permanent matter.

The Poles in Posen and maybe the Polish Corridor are going to get maximum autonomy, however. Especially in Posen. Nothing resembling this:
