Remember the situation in the Ukraine - he could very well be saying he's going to throw the Ukraine to the wolves(i.e., Putin). But as I said, it could have meant both things.

My impression is that he meant the whole of the Ukraine(because the 'economic security' bit seems to apply to Ukrainian nation as a whole), but it could be applied to both.
