Om catachan if you arnt in the giant fortress cities, you are basically surviving by pure luck, flamers and the fact you know what can and can't kill you. No. They are literally attrition by having a artillery heavy force. Not the wave tactics. They are good at the warfare on planets that the planet surface is inhospitable and death worlds

The world itself on the surface is death. It is a world of training soldiers for war. Like they have to be in full kit the whole time
