Yeah. For instance, in the Danish West Indies negotiations of 1915-1916, the US threatened to occupy the Danish West Indies if Denmark refused to sell them to the US. Nasty move on the part of the US, but it succeeded.

Could the US preemptively occupy these islands and negotiate a purchase deal over time after it has already occupied them?
